If you need winter tires in Quebec by law, then does that make motorcycles illegal in winter? If so, why don't they get a sticker refund?

In 2009 my husband Peter and I would like to come to Canada for about a month and travel by motorcycle. Would someone in Canada like to do an exchange with us? i.e., You could borrow our bike to travel around New Zealand when you come here, and we would use your bike to travel in Canada?
